Texas Supreme Court mandated on December 2012 that all the filings be done electronically in civil matters.

As of 2016, all 254 Texas counties, the Court of Criminal Appeals, the 14 Courts of Appeal including Supreme Court use e-filing.  62 counties has made it mandatory to do eFiling –  meaning attorneys are no longer able to file paper documents at the clerk’s counter. E-filing in all other counties will become mandatory on  through July 1, 2016.
